NASA SEWP, Solutions for Enterprise-Wide Procurement, pronounced “soup,” is one of the federal government’s longest-running and most trusted acquisition vehicles. Established in 1993, SEWP was the first Government-Wide Acquisition Contract (GWAC) ever created, built to give every federal agency a faster, pre-competed path to buying information technology, communications, and audio-visual (ITC/AV) products and solutions. Rather than running a new competition for every purchase, agencies can place an order directly against SEWP and rely on NASA’s oversight and fair-opportunity process to satisfy their procurement requirements.

Over more than three decades, SEWP has grown from a NASA-only tool into an acquisition vehicle used by every federal agency, supporting well over 50,000 orders a year. The program is entirely self-funded through a small usage surcharge assessed on each order, at no direct cost to taxpayers beyond the value delivered. NASA SEWP VI, the newest generation of the contract, continues that model, organizing contract holders into categories, including Category A, B, and C, based on business size and scope, so agencies can find the right mix of large, mid-size, and small-business partners for their technology needs.

Contract Identification and Fair Opportunity


NASA SEWP VI is a multiple-award Government-Wide Acquisition Contract (GWAC) meaning several contract holders, including Terrestris, compete for individual task and delivery orders rather than one company holding exclusive rights to the vehicle. Under FAR 16.505(b)(1), this applies to orders over $15,000; NASA SEWP's recommended way to document it is its online Quote Request Tool (QRT), though the ordering Contracting Officer may use another method. The Fair Opportunity Clause from our contract is posted below, per SOW Section A.5.1(2).

A.1.13 FAIR OPPORTUNITY AND REQUESTS FOR QUOTES
Contractors will be provided a fair opportunity at the individual order level as appropriate per FAR Part 16.505(b), including the SEWP RFQ tools. No documentation for the order selection is required to be submitted with the order. All such documentation is to be maintained by the issuing procurement office. The Contractor shall not market, quote, or otherwise offer for sale any IT Solutions not listed under this contract until those items are included in the SEWP database of record and available to all Government end-users. If the Government issues a Request for Information (RFI) as part of market research, the Contractor may provide items not yet listed on their SEWP contract as part of a market research effort if:
● All such items are clearly marked as not yet available on their SEWP contract; and
● The Contractor is submitting a technology refreshment request to add those products to their contract.

If the Contractor proposes to add those products to their contract, the Contractor may only respond with items available on their Contract, and the price of an item shall be no greater than the price in the SEWP database of record at the time the quote is issued. If the Contractor has insufficient items on their contract to fully respond to the Formal RFQ, the Contractor must respond with a No Bid. Unless the RFQ specifically allows for partial quotes, the Contractor must respond fully to all requirements specified in the RFQ. When submitting a quote to a Government end-user, the Contractor must clearly state the length of time the quote is valid. The Contractor must respond to an RFI or RFQ issued from the NASA SEWP RFQ on-line quoting system as outlined in Attachment C: Contract Holder User Manual (CHUM).Contract Holders are prohibited from using Government information posted on the NASA SEWP Contract Holder Only Page, such as RFQs, RFIs, etc., for purposes other than proposing on SEWP requirements. This includes Contract Holders providing third parties with SEWP information and requirements for the purpose of assisting companies that are not SEWP Contract Holders with providing unsolicited proposals to meet agency requirements already posted to the NASA SEWP RFQ on-line quoting system.

Contract Information


SEWP Delivery Orders (DOs) must be routed to the NASA SEWP Program Office: sewporders@sewp.nasa.gov using the official SEWP cover sheet.

Order Surcharge: SEWP has a 0.34% surcharge.

NASA SEWP reserves the right to adjust all surcharge rates as the SEWP BOWL budget so requires.


Who can order (eligibility)


Any U.S. federal agency may place an order directly against our SEWP VI contract, no separate competition is required. Agency-authorized contractors may also order under SEWP, but must first obtain written authorization from their sponsoring agency's Contracting Officer; that authorization documents the contractor's name, the sponsoring contract number, and the scope of items being procured, and is submitted to the NASA SEWP Program Management Office before the contractor places an order.

SEWP VI ordering process: Step 1, End User or Contracting Officer determines best value through market research, creates a delivery order citing the NASA SEWP VI contract number and prime contract holder, and sends the order to NASA SEWP for verification. Step 2, NASA SEWP verifies the order and forwards it to the appropriate contract holder. Step 3, Terrestris LLC processes the order, delivers the equipment and services, and invoices the agency or contractor.
