Terrestris Supports Peru’s Emergency Management Capacity Through EOC and DRW Enhancements

Terrestris, LLC is proud to announce the successful completion of a key task order under its five-year IDIQ contract supporting U.S. Army Southern Command (USSOUTHCOM)’s Humanitarian Assistance and Disaster Preparedness (HA/DP) mission. This task order focused on enhancing the disaster response capabilities of the Emergency Operations Center (EOC) and Disaster Relief Warehouse (DRW) in Chachapoyas, Peru.

In direct collaboration with the Instituto Nacional de Defensa Civil (INDECI), regional government leaders, and the U.S. Security Cooperation Office (SCO) Peru, Terrestris provided technical training, strategic advisory, and full-spectrum logistics support to improve visibility, accountability, and responsiveness in emergency management operations.

Terrestris procured and installed an array of mission-critical equipment—including diesel trailer generators, forklifts, desktop computers, warehouse infrastructure, and communications systems—at both the EOC and DRW. Following a full inventory and pre-deployment inspection process, our team performed onsite testing and final installation to confirm full operational functionality.

The engagement also included the design and delivery of customized training programs for over 50 personnel. Our Subject Matter Experts (SMEs) conducted on-site, bilingual instruction in Spanish and English covering EOC implementation, warehouse operations, and logistics procedures. Training was supported by detailed tabletop exercises, a tailored program of instruction, and printed leave-behind materials to reinforce learning long after the conclusion of onsite sessions.

To ensure accountability and safety throughout the engagement, all shipments were tracked through Terrestris’ global freight forwarding and warehousing network. Our staff conducted full vendor vetting using eCustoms Visual Compliance to check for OFAC and Department of State restrictions, and performed in-country assessments of all providers. Additional security reviews were conducted through coordination with local embassies and security officials.
