Terrestris Completes USSOUTHCOM Prime Task Order in Puno, Peru, Strengthening Humanitarian Assistance and Disaster Preparedness, Logistics, Training, and RF Capabilities Amid Political Turmoil

November 24, 2025 — Puno, Peru

Terrestris, LLC has completed a critical contract supporting U.S. Southern Command (USSOUTHCOM)’s Humanitarian Assistance and Disaster Preparedness (HA/DP) mission, strengthening emergency response capabilities in the high-altitude region of Puno, Peru.

Working closely with the Instituto Nacional de Defensa Civil (INDECI), regional authorities, and the U.S. Security Cooperation Office (SCO) in Peru, Terrestris delivered technical training, strategic advisory services, and full-spectrum logistics support to boost visibility, accountability, and responsiveness in emergency operations.

Terrestris procured and installed mission-essential equipment—including diesel trailer generators, forklifts, computers, warehouse infrastructure, a UHV/VHF Motorola radio system, a 75″ interactive whiteboard, and a 160″ videowall—at both the Emergency Operations Center (EOC) and Disaster Relief Warehouse (DRW). The team also coordinated radio frequencies with the Peruvian Ministry of Transportation and deployed terrain-optimized repeaters to ensure reliable communications across the Andes.

More than 30 personnel received custom, bilingual (Spanish/English) training led by Terrestris Subject Matter Experts. Instruction covered EOC operations, warehouse procedures, forklift operation, rapid-response logistics, and the use of customized inventory software. Training was reinforced through tabletop exercises and tailored curriculum materials.

“The training provided by the Terrestris instructors truly changed my life… It was the best training I have ever participated in,” said Harold Garcia, Information Director, Emergency Operations Center, Puno.

All shipments were monitored through Terrestris’ global logistics network, with rigorous vendor vetting via eCustoms Visual Compliance and in-country assessments to ensure safety, compliance, and continuity. Bilingual technical advisors supported on-site implementation, quality control, and integration of all equipment and procedures.

This successful mission further solidifies Terrestris’ role as a trusted partner in building resilient, locally driven disaster-response capabilities throughout the region.
