Terrestris Completes USSOUTHCOM Prime Task Order Strengthening Emergency Management and Disaster Response Near Tumbes, Peru Amid Political Turmoil

Terrestris, LLC announces the successful completion of a contract supporting the Tumbes, Peru region in direct support of U.S. Army Southern Command’s Humanitarian Assistance and Disaster Preparedness (HA/DP) mission. The project enhanced the capabilities of the region’s Emergency Operations Center (EOC), a critical hub in one of Peru’s most remote and strategically important areas.

“The EOCs, located in isolated areas where outside support is often limited, are now equipped with upgraded communications, backup power, and essential emergency supplies,” said Renzo Letona, Terrestris Logistics Coordinator. “These improvements allow the centers to operate independently and provide critical support to their communities during crises.”

Working closely with regional government leaders and the U.S. Security Cooperation Office (SCO) in Peru, Terrestris streamlined operational processes, implemented standard operating procedures, introduced automation, and enhanced vital communications. This included coordinating with the Peruvian Ministry of Transportation to establish frequencies for a new Motorola Land Mobile Radio system, strategically supported by repeaters designed to accommodate the region’s diverse terrain, where the Amazon, tropical, and arid desert ecosystems converge.

Terrestris delivered tailored training programs for over 30 EOC personnel despite challenging circumstances, including disruptions caused by a U.S. government shutdown and changes in Peru’s presidential administration. The training, conducted by bilingual subject matter experts, covered EOC operations, warehouse and logistics management, and rapid response procedures, reinforced with tabletop exercises, detailed curriculum, and printed materials.

The project also included providing and installing mission-critical equipment, such as diesel trailer generators, forklifts, desktop computers, interactive whiteboard monitors, and a large videowall for emergency operations monitoring. Ongoing engagement by Terrestris technical advisors ensured the equipment and systems were fully operational and optimized for local conditions.
