Terrestris Awarded three (3) year Task Order to support Recruiting Program Management Support contracts for the North Carolina Army National Guard Recruiting & Retention Battalion.
Dumfries, VA September 19, 2024 –
Terrestris is proud to announce its recent award to provide highly technical Recruiting Program Management Support for the North Carolina Army National Guard (NCARNG) Recruiting & Retention Battalion (RRBN). Our mission is to deliver critical analysis, metrics, and policy support to help the battalion achieve its enlisted accessions objectives. Our expert staff will provide real-time analysis of production data, conduct quality reviews of enlistment packets, and apply extensive knowledge of enlistment options and programs. We will also develop statewide strategies to optimize recruiter performance in each market, helping maximize efforts to generate leads, schedule appointments, and improve overall enlistment efficiency across North Carolina.
Out of a highly competitive field with over ten (10) offers received, Terrestris emerged as the awardee for this contract. The selection was made through a true best-value tradeoff evaluation, highlighting our highly qualified Subject Matter Experts (key personnel), three relevant projects of similar size, scope, and complexity, as well as very specific past performance. Our 40-page technical response focused on analytics, metrics, and accessions related to military recruitment support, demonstrating our superior capabilities. Terrestris showcased best value to the government, underscoring our commitment to excellence and our ability to deliver high-quality solutions.
Production Analytics and Metrics
The Terrestris Production and Analytics team will deliver expert production analytics to support the NCARNG Recruiting & Retention Battalion (RRB) mission. We will monitor market share by county, zip code, and high school, track RRNCO (Recruiting and Retention Non-Commissioned Officer) leads, appointments, projections, and enlistments by area and team, and generate detailed technical reports.
Our team will help recruiting teams identify trends that impact the NCARNG’s effectiveness and provide strategic initiatives for accession management. Additionally, our marketing SMEs will enhance marketing strategies, streamline waiver processes, and establish key relationships based on production history and area analysis.
Terrestris’ comprehensive statewide marketing strategy will include routing digital campaign-generated leads to the appropriate recruiting teams through our statewide Customer Relationship Management (CRM) platform, ensuring timely RRNCO lead follow-up and optimized recruiting outcomes.
Monitoring and Evaluation
During our monitoring and evaluation support, Terrestris SMEs will oversee the Automated Unit Vacancy System (AUVS) availability and training seat availability, providing viable analytical options for enlistments. We will assist with analyzing and evaluating, both quantitatively and qualitatively, the effectiveness of recruiting program operations in meeting established goals and objectives.
Terrestris will capture, analyze, and produce detailed reports based on complex quantitative and qualitative data. These comprehensive reports will be reviewed and submitted to local, state, and federal agencies, ensuring that all stakeholders are informed with accurate and actionable insights.
Visitation and Training Support
Terrestris supports regional production teams by developing and executing training programs focused on techniques for lead generation, appointments, area analysis, and enlistments. These programs are tailored for both new National Guard recruiters and those struggling to meet mission goals, covering all mission-essential tasks for recruiters.
Our team reviews all relevant National Guard regulations to ensure policy compliance and capture “lessons learned” from ongoing initiatives. We will also brief National Guard leadership on new and existing policies. Additionally, our assessment team collaborates with regional National Guard production teams to conduct assistance visits with recruiters, providing expert analytics and training to improve effectiveness.
Terrestris assists in developing steps to streamline processes, remove barriers, modify policies and SOPs, and create technological solutions to ensure efficient communication across teams, sections, and regional elements of the Recruiting Retention Battalion
Recruiting Program Support
Terrestris SMEs closely observe National Guard recruiting teams to ensure all reporting requirements are met in compliance with RRB guidance and policies. We analyze enlistment packet submissions, generating both quantitative and qualitative results to identify trends and address systemic issues, allowing us to develop targeted training and support requirements. Our team collaborates with regional production teams to capture and disseminate relevant data, assisting in planning, tracking, and providing actionable insights to the National Guard Bureau marketing department.
Terrestris staff stay current with changes and trends that deviate from historical norms, offering expert analysis to develop proactive courses of action to mitigate potential issues. We review new or proposed legislation and regulations to assess their impact on program operations and management. Our research and policy SMEs conduct specialized studies by gathering, selecting, and evaluating data from various sources—both published and unpublished—preparing this data for inclusion in reports and briefings for senior National Guard leadership.
Terrestris continues to address military recruiting challenges and pave the way for sustainable success for our armed forces. Our innovative solution introduces a fresh approach to help the North Carolina National Guard attract, engage, and educate potential recruits about the diverse career opportunities available in the military.
“These experiences provide the Recruiting Retention Battalion with hands-on tools to illustrate industry methodologies and best practices in recruiting, training, marketing metrics, and analysis. Our programmatic support helps the Guard enhance growth potential, enabling their dedicated staff to better find, attract, and enlist a new generation for military occupational specialties,” said Alyssa Everett, Growth Manager at Terrestris.
The North Carolina National Guard’s (NCANG) decision to acquire these services marks a pivotal step toward addressing recruiting shortfalls and readiness challenges faced by the U.S. military. “By providing mission-focused program management support in areas such as training, marketing, analytics, advertising, and leveraging industry-best recruiting practices, we aim to work collaboratively in attracting and engaging new recruits through immersive experiences across North Carolina,” said Sergio Venegas, Operations Manager at Terrestris, LLC.
Terrestris is honored to continue its support of the NCANG’s mission to strengthen its ranks with capable and dedicated individuals.
