Alex Horti

CEO & Founder

Alex Horti is the CEO and Co-founder of Terrestris, LLC. He earned his B.S. in Homeland Security and his MBA from the University of Maryland. He is a service-disabled veteran of the United States Marine Corps where he served in support of Operations Iraqi Freedom in 2005 and 2007 and Operation Enduring Freedom in 2011. Alex is a government contracting professional, an active small business industry partner, and an accomplished entrepreneur with a successful career that spans more than 15 years. Alex has supported Government Contracts as an industry partner both domestically (CONUS) and internationally (OCONUS) focusing on Program Management, Training, Operations, Human Resources, and Business Development. He excels at building high-performing teams and fostering a culture of collaboration and innovation.

Lucas Berg

President & Co-founder

Terrestris President and Co-founder Lucas Berg is a SHRM Senior Certified Professional (SHRM-SCP) with a Bachelor’s degree in Business Administration with a concentration in Human Resources Management from Fort Hays State University. With two decades of experience in government contracting, Lucas specializes in Human Capital; Systems Engineering and Technical Assistance; Architecture, Engineering & Construction (AEC); and Program Management for both domestic (CONUS) and international (OCONUS) projects for the Federal Government. He is an established industry expert and serial entrepreneur adept at fostering strong relationships with stakeholders and implementing innovative solutions. Lucas is a published author, speaker, and trainer. He is a Charter member of the Association of Talent Acquisition Professionals.

Allen Price

Chief Operating Officer

Allen Price serves as Chief Operating Officer at Terrestris, bringing more than 25 years of leadership in human resources and operations, and nearly two decades in government contracting. He holds a Bachelor’s degree in Human Resources Management from the University of Maryland and is a certified SPHR (Senior Professional in Human Resources).

His core expertise includes human capital strategy & operations, M&A and integration, information systems alignment, business development, and program management. Over his career, Allen has led cross-functional teams through multiple acquisitions, guided systems consolidation efforts, and built scalable organizational models to support growth in federal environments.

As a respected GovCon executive, he is known for forging trusted partnerships with clients, partners, and employees, while implementing transparent, mission-driven solutions. He is passionate about fostering a culture of accountability, continuous improvement, and values-based leadership.

Jomon Skaria

Chief Financial Officer

Jomon Skaria has served as the Chief Financial Officer (CFO) of Terrestris, LLC since 2023. With extensive experience in the government contracting market, he plays a critical role in integrating finance and accounting operations to effectively support company operations, customers, and strategic growth initiatives. As a member of the Executive Leadership Team, Jomon brings more than 28 years of expertise in finance and accounting. He oversees forecasting, budget planning, and financial analysis to align fiscal strategy with organizational objectives. He also manages a team of accounting professionals, ensuring Terrestris operates efficiently in its day-to-day financial and operational activities.

His background spans federal and commercial market finance, having supported and managed nonprofit organizations, commercial enterprises, and government contracting firms in both consulting and executive management capacities. Jomon specializes in DCAA compliance, audits, and cost-plus-fixed-fee program management. His deep understanding of regulatory requirements and government contracting financial frameworks ensures strong internal controls, compliance, and financial integrity across the organization.

He holds a Bachelor of Science in Accounting, a Bachelor of Science in Statistics, and an MBA in Finance and Accounting. He is also an IRS Enrolled Agent.

Lewis Rhodes

General Counsel

Lewis Rhodes serves as Terrestris’s General Counsel. In this role, he oversees legal compliance and advises senior leadership on contractual risk management, employment law, intellectual property, corporate governance, and litigation, while also providing broad legal and administrative support to Terrestris and its staff.

Lewis is a retired U.S. Marine Corps Reserve Lieutenant Colonel with more than 30 years of service, including multiple combat deployments in support of Operations Iraqi Freedom in 2003 and Operation Enduring Freedom in 2011. He brings over 20 years of experience supporting government contractors and law firms in the federal contracting arena, with deep expertise in regulatory compliance, mergers and acquisitions, bid protests, labor and union matters, and business development.

Alyssa Everett

Growth Manager

Alyssa Everett is a dynamic professional who joined Terrestris in 2022 with a passion for driving growth and innovation. Armed with a Bachelor’s degree in English Literature from George Mason University and an MBA from the University of Maryland, Alyssa brings a unique blend of analytical thinking and creative problem-solving to her role.

As Growth Manager, Alyssa is pivotal in steering the company towards its strategic objectives through astute business development strategies and proposal writing. With a keen eye for identifying opportunities and a strategic mindset, Alyssa leverages her expertise to propel the company’s growth trajectory. Through proactive engagement with clients and stakeholders, she cultivates relationships that foster long-term partnerships and drive revenue expansion.

 

Maria Redini

Proposals Manager

Maria Redini manages Terrestris’ proposal teams, ensuring compliant, compelling, and timely submissions that support the company’s growth. With more than 15 years of experience managing complex federal and international bids, she offers expertise in navigating acquisition processes and leading cross-functional teams under tight deadlines. Maria holds a Master of Public Administration and a Master of Arts in International Relations from Syracuse University’s Maxwell School. is fluent in English, Spanish, and French.

Maria De Micoli

Contracts Administrator & Project Manager

Maria De Micoli is a Contracts Administrator and Project Manager with comprehensive experience in federal government contracting. With a proven track record in contract administration, compliance, and program execution, Maria supports the full lifecycle of contracts and procurement at Terrestris. She oversees contract negotiations and communications with the U.S. government, manages partner and vendor relationships including subcontracts, and ensures performance standards and training deliverables are met across federal programs.

Maria also plays a key role in business development initiatives, managing NDAs and teaming agreements, and supporting proposal preparation. Passionate about building efficient processes and fostering strong partnerships, Maria combines attention to detail with a solutions-oriented approach. She holds a Project Management Professional (PMP) certification, a Master’s degree in International Commerce and Policy from George Mason University, and a Postgraduate Certificate in Law from the University of Edinburgh.

Eleanor Luu

Controller

Eleanor Luu is a seasoned finance and accounting professional with more than 20 years of experience in the government contracting industry. She holds a B.S. in Accounting from Strayer University. Eleanor leads with precision and care, ensuring compliance, financial integrity, and operational efficiency across all functions.

She is recognized for her strong analytical skills, commitment to process improvement, and ability to guide teams through complex challenges with clarity and consistency. Eleanor values collaboration and believes that fostering supportive relationships is just as important as achieving financial goals.

Sergio Venegas

Operations Manager

Sergio Venegas ensures efficiency and effectiveness through the management of operations and programs while providing strategic leadership.  As a native Spanish speaker and Latin America regional specialist, he plays a significant role in Terrestris’ OCONUS operations. Sergio is a recently retired US Army veteran with over 20 years of experience in operations, collaboration with governmental agencies, and working with multinational operations.

Primarily serving within the Special Operations units as a U.S. Army Ranger and Special Forces Soldier (Green Beret), he deployed numerous times to support the Global War on Terror, specializing in counter-narcotics operations in Latin America. Sergio was also an instructor at the Sergeant Major Academy, teaching future army operations, doctrine, and strategy. Sergio’s formal education includes both a B.A. in Business Administration and a M.A. in Public Administration from the University of El Paso, Texas. He is also a Harvard University-trained negotiator.

Jesi Donovan

Project Manager

Jessica Donovan began her career with Terrestris in 2023 as a Recruiter. Through demonstrated performance, leadership, and professional growth, she was promoted to Human Resources Specialist in 2024. She now serves as the company’s Operations Manager and Project Manager, where she plays a key role in advancing Terrestris’ operational excellence and strategic growth. Throughout her progression within the organization, Jessica has been instrumental in supporting Terrestris’ expansion efforts. She focuses on building strategic partnerships, strengthening the company’s market positioning, and developing a portfolio that enhances Terrestris’ logistical capabilities.

Jessica currently manages multiple logistical and administrative support programs for which Terrestris serves as the prime contractor. Her portfolio includes contracts with the Defense Commissary Agency (DeCA), Government Accountability Office (GAO), Veterans Affairs (VA), and rapid response programs under WEXMAC. In her role as Project Manager, she oversees contract execution, resource coordination, and project delivery to ensure operational efficiency and mission success.


Jessica holds a Bachelor’s degree in Teaching and a Master’s degree in Educational Leadership and Curriculum Development, providing her with a strong foundation in leadership, strategic planning, and organizational development.

Sarah Nguyen

IT Analyst

Sarah Nguyen is a cybersecurity professional with four years of experience strengthening security posture, leading compliance initiatives, and protecting sensitive data in regulated environments. She specializes in implementing and operationalizing controls aligned with CMMC and NIST SP 800-171, translating regulatory requirements into actionable technical safeguards across cloud and enterprise infrastructure. 

As an IT Analyst at Terrestris LLC, Sarah leads the organization’s CMMC compliance program and architects secure enclave environments within GCCHigh. Her expertise spans identity governance in Microsoft Entra ID, Privileged Access Management, continuous monitoring, vulnerability management, system hardening, and secure configuration baseline enforcement. She develops and maintains enterprise security documentation and control validation processes to ensure sustained audit readiness and operational resilience. 

Sarah holds a BS in Cybersecurity from George Washington University and maintains industry certifications including CompTIA Security+ and the Google Cybersecurity Certificate. Known as a collaborative and meticulous team member, she is deeply committed to safeguarding critical systems, adapting to emerging threats, and delivering resilient, compliant cybersecurity solutions that support organizational success. 

Melanie Anderson

Human Resources

Melanie joined Terrestris in 2025 as a key member supporting Human Resources, which serves more than 150 employees across CONUS and OCONUS locations. She ensures our processes are efficient and adds value to both the organization and our people. As an organization delivering services across a broad range of capabilities worldwide, she oversees a growing system to effectively manage onboarding, employee relations, collective bargaining, and contract phase-ins and phase-outs.
Melanie leads the company’s full spectrum of human capital operations, including talent management, compensation, benefits administration, HRIS oversight, community affairs, and charitable initiatives. She is responsible for setting the strategic direction of human capital management and building scalable HR systems that strengthen organizational performance and support continued growth.
